Readiness for Investment in Sustainable Energy (RISE) indicators have been developed through consultations with various stakeholders and a two-stage screening process. An extensive quality assurance has been also made by internal and external advisory groups.
As a result, RISE comprises 28 indicators and 85 sub-indicators encompassing the three pillars of energy access, renewable energy, and energy efficiency as well as cross-cutting indicators for topics relevant to all three SE4ALL pillars. All indicators are classified into four broad categories: planning, policies and regulations, pricing and subsidies, and procedural efficiency. Traffic light is used to indicate results according to scoring methodology.
